Alafnet.com investigation has come across a CPDM orchestrated fraud within the International Civil Aviation Organisation(ICAO) .
ZOA ETOUNDI Englebert former representative of the Economic community of central African States (ECCAS) at the ICAO has caused serious scandal at the international civil aviation authority headquarters in Canada by embezzling monies destined to the UN auxiliary body.
At the end of his 3 years term ,Just before he was replaced by Congolese Maixent Raoul ONDZOTTO, Zoa Etoundi who is the brother of tansport minister Alain Mebe Ngo’o fraudulently adjusted details of a cheque of 50 million Fcfa addressed to the ICAO by added Cameroon at the end (ICAO becAme ICAO -CAMEROON) with a pen and deposited it in his personal account ,at the time he was representing Cameroon and the Economic community of central African States (ECCAS) on aviation matters in the Montreal office Canada.
The ten members of ECCAS include ; Angola, Burundi, Cameroon, Central African Republic, Congo Brazzaville, DR Congo, Gabon, Equatorial Guinea, Rwanda, Sao Tome e Principe, and Chad.Cameroon had for the past 15 years represented the region at the ICAO.
The 50 million FCFA which is the ECCAS’s own contribution to the ICAO is still very mush expected as the money is to be used for rent payment of their office with ICAO beside others.
According alafnet.com findings,this fraud which really has tarnished the image of Cameroon was uncovered when the ICAO summoned the present representative office that their contribution is over due.
The ECCAS office knowing that it had paid it’s own contribution ,Congolese Maixent Raoul ONDZOTTO decided an investigation be opened .Bank transactions latter confirmed Cameroonian born Civil Aviation Engineer, ZOA Etoundi had cashed the cheque by fraud,using his own hand writing.
Talks of a criminal investigation by police on the matter can be heard even from the corridors of ICAO and it is expected to follow given that the ICAO and the 10 countries which make up the ECCAS blog have made it clear they are not accustomed to this type of fraud.
Alafnet.com also understands that authorities within the ICAO,a UN specialized agency are extremely unhappy over the matter. ICAO was established by United States in 1944 to manage the administration and governance of the Convention on International Civil Aviation (Chicago Convention) .It currently has 191 Member States and industry groups to reach consensus on international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector.
This auxiliary of the UN also coordinates assistance and capacity building for States in support of numerous aviation development objectives and audits States’ civil aviation oversight capabilities in the areas of safety and security. ensuring that their local civil aviation operations and regulations conform to global norms, which in turn permits more than 100,000 daily flights in aviation’s global network to operate safely and reliably in every region of the world.
