Cameroon: Tombi A Roko at the gates of Kondengui

According to newspaper newsstand this Friday, legitimizing Tombi A Roko at the head of  Cameroon Football Federation (FECAFOOT), the Minister of Sports and Physical Education is an acomplicit in the embezzling public funds.

Last November 18, 2015, Pierre Ismaël Bidoung Mkpatt  bridged the decree of the Cameroon Chambers for  Arbitration (CCA) of the National Olympic and Sports Committee of Cameroon (CNOSC).

Which, a few days earlier, had declared that “the entire electoral process” organized by FECAFOOT at the divisional and regional leagues, followed by that of the national body had resulted in the choosing of the Tombi A team Roko as president was wrong.

The process was carried out under the aegis of an article organizing and promoting sports activities in the country, which “tainted it”,according to the CCA.

At the end of February, the Court of Arbitration for Sport (TAS) in Lausanne (Switzerland) had in turn invalidated the election of Tombi A Roko Sidiki and his office, specifying however that it was now up to the Federation to enforce the said cancellation By the Government of Cameroon.

In a press release, at the end of the consultations which was organized with “all  parties concerned “loyal to  Tombi A Roko and in an attempt to preserve the serenity within Cameroon football. Pierre Ismaël Bidoung Mkpatt  relied on the law on organizing sports and Physical activities and on a decree organizing his ministerial department, which gave him “exclusive competence” to ensure that the federations compliance with the laws and regulations are in force.

 

He then argued that ,the law does not recognize the CNOSC CCA “as the power to rule on disputes between licensees and sports federations after the exhaustion of domestic remedies by each federation.

He observes that ‘in taking a decision on a case relating to the republican law,the Chambers had exceeded its jurisdiction to breach the rules of jurisdiction which, moreover, are of public order’.

In confirming the national office against court orders, Bidoung Mkpatt became the accountant of the management of the organ, especially in the financial aspects.

During the 23 months of Tombi A Roko illegitimate reign, CNOSC, CCA and the TAS had ban Fecafoot ability to move funds. But,with the blessing of MINSEP, Tombi A Roko continued to order expenses despite a decision of the  Court of First Instance in Yaounde , which on 27 May 2016 had rejected an apeal from Tombi A Roko to lift the blocking of the national accounts.
